Working Theory, LLC is a Rhode Island–based consulting practice specializing in program evaluation, strategic consultation, and implementation support. We partner with schools, colleges and universities, nonprofit organizations, government agencies, and behavioral health organizations to strengthen programs through practical, data-informed solutions.

Our work combines quantitative and qualitative evaluation methods, stakeholder engagement, continuous quality improvement, and implementation support to help organizations understand what is working, identify opportunities for improvement, and make informed decisions. Whether supporting a new initiative or strengthening an existing program, our approach emphasizes collaboration, practical recommendations, and sustainable results.

Meet the Principal Consultant

Vanesa Morales, LMHC, NCC, NCSP, is the founder and Principal Consultant of Working Theory, LLC. Her experience spans K–12 education, higher education, clinical practice, and state government, with expertise in program evaluation, behavioral health systems, workforce development, implementation science, and continuous quality improvement. She has led statewide initiatives, designed evaluation frameworks, supported strategic planning, and partnered with organizations to translate data into meaningful action.
